FESTIVAL RULES & REGULATIONS

Entries of documentary films are invited to take part in competition in all formats of video and digital. All running times, topics, style and production technologies can be submitted.

ENTRY REQUIREMENTS | CONDITIONS

Films in competition must have been completed on or after 1st January 2015.

Entries must be submitted by April 8, 2016.

All films must be an Albanian premiere.

All non-English language films must be submitted with English subtitles.

Feature films must not be shorter than sixty (60) minutes in length.

Middle Length Documentary 30’ - 60’

Short films must not exceed thirty (30) minutes in length.


CHECKLIST

Required items for selected films:

· A completed and signed entry form must be accompanied by a preview copy DVD.

· Dialogue list in English and/or voiceover’s text for all films, including films in English.

· Film stills (high resolution, at least 3Mb).

· Separate electronic press kit (EPK) with a passport-sized photo of the film’s director(s), synopsis, list of credits, biography and/or filmography, festival and awards. Additional material is welcome.

· An H-Res video file of the final English version.

· A trailer files up to 2 GB in size.

All entries must be submitted on DVD for the purposes of preview if submitted by postal mail or compliant with the technical requirements, a secure link Vimeo or YouTube HD file.

A separate entry form must be submitted for each film if submitted by postal mail.

All requirements specified in the checklist should be sent immediately after the completion of this entry form.

Illegible or incomplete entry forms will not be accepted.


SELECTION

The films must be submitted online on www.tiranafilmfest.com and a copy of a film DVD screener must be sent to the postal address. Please note that the online screening link (with English subtitles) of the film can be downloaded for the use by DocuTIFF team and the password remains valid until the end of DocuTIFF.

On submitting a film, the applicant accepts that the film can be selected for any of the competitions and/or for another program section.

DocuTIFF reserves the right to invite films outside the specified deadlines.

In case of a film being selected, the festival will notify the applicant, director, producer and distributor of the film no later than on May 8, 2015.

Once the film has been selected the applicant may use the DocuTIFF logo and the relevant DocuTIFF laurel for publicity purposes. The file will be sent in digital form.

Due to the volume of entries received, DocuTIFF cannot offer individual feedback of declined films.


SCREENING

All films must be available for festival screening in HD video file or Blu-ray.

All films submitted for the DocuTIFF.TV awards must include a signed and properly filled in entry form, whether it is submitted by postal mail or through online platforms.

Each selected film will be screened not more than three times during DocuTIFF.

There is no entry and screening fee.


INSURANCE

All discs will be insured for the period that they are in the festival's possession. In the case of loss or damage during this period, the festival is only responsible for the replacement value of the disc. Only discs in perfect condition for projection will be accepted.

The submitting party or the film-maker has insured the exhibition copy for damage and loss, and DocuTIFF is not liable for any damage or loss during shipping, preview or screening.


PROMOTION | PUBLICITY

By filling the submission form, the applicant authorizes DocuTIFF to use and publish press packages, posters, specified materials and information in the DocuTIFF catalogue, programs, flyers, promotional materials and in press for promotional purposes.

For the purposes of publicity all film entries agree that up to three minutes of the selected film may be used by DocuTIFF for promotional activities. Up to three minutes of the competing film may be shown on the DocuTIFF website, official social networks and in TV partners.


ACCOMMODATION

DocuTIFF offers full board accommodation to the director or producer representing the selected film 3 days during the Festival.

Other guests will be provided with facilities for accommodation and tariffs.

Guests of the festival are not covered by the festival’s insurance.

Anyone who wants to attend the festival must fill out an accreditation form online via website.


NOTIFICATION | SHIPPING

All participants will be notified via e-mail and on the DocuTIFF website approximately three weeks before the festival. Shipping instructions for films selected for competition will be included upon notification.

All postal/shipping expenses to and from the festival are to be paid by the applicants, as well as all other expenses incurred, such as insurance, etc.

All customs duties and taxes incurred when sending packages with express couriers must be paid by the sender. DocuTIFF will refuse any packages cash-on-delivery.

All films chosen to compete in the festival must arrive in Tirana, Albania at least 14 days prior to the start of the festival, unless by prior arrangement to be delivered in person by the filmmaker.

Please note that DocuTIFF will not return submitted materials to the applicants.

TIRANA INTERNATIONAL DOCUMENTARY FILM FESTIVAL


DocuTIFF is organizing the second edition of 2016 festival, which will take place in Tirana, this coming June, 1–8, 2016 in the National Historical Museum, Open Air venue of NHM, Metropol Theatre, COD and TULLA Culture Center.

DocuTIFF aims to encouraging documentary film production in Albania and to give more chances to our filmmakers finding cooperation and enabling mutual contacts with their colleagues in our region, to build up a favorable climate creation in Albania and wider in region for development and cooperation of such productions.

PROGRAM

Open to any filmmaker from around the world DocuTIFF showcases the very best in documentary cinema from around the world, special programs & screenings, workshops & master classes, retrospectives, homage & tributes, international guests together with Galá Awards and other special events.

DocuTIFF invites all documentaries from established and debut filmmakers alike to submit their films in International Competition and In Albanian Competition.

JURY & AWARDS

On the occasion of this second edition of DocuTIFF, three international juries and Media Jury will evaluate and then select the best documentaries with awards presented on the closing ceremony.

NEW FEATURES – PARALLEL SCREENINGS

DocuTIFF has the pleasure to announce four optional services available for applicants.

The applicants must apply clearly for each one of these new services. Fill the appropriate field in the entry form.

  • DocuTIFF.TV Competition

With our media partners we offer the possibility to directors screening their films (selected for the official competitive program or not) to the Albanian audience and win the TV audience awards in a yearly competition.

  • DocuTIFF Online Library

With our partners altcine and altcineAction! TIFF offer the online presentation of each film, in a dedicated page, as a part of a film library, with all related information and with the possibility to receive comments from the international Internet audience and industry.  The screening of films is open to anyone without charges. The films will be available for viewing in the film library as long as director/producer wishes.

  • DocuTIFF Market Corner

DocuTIFF will create a market corner during the nine days, where potential buyers can watch all films and make their selection. DocuTIFF will also act as a festival promoter and distributor. In case of financial contract with a distributor, DocuTIFF will receive a fee of 5%.

  • DocuTIFF on Tour

DocuTIFF will act as ambassador for the submitted films and will travel with a selection to other Albanian cities during the year. DocuTIFF will also propose special screenings to other regional festivals in accordance to a specific subject or theme of each collaborative festival.

TIRANA INTERNATIONAL DOCUMENTARY FILM FESTIVAL

Tirana Film Institute do të zhvillojë edicionin e dytë të DocuTIFF 2016 në Tiranë nga data 1–8 qershor 2016 në sallat dhe Open Air të Muzeut Historik Kombëtar, Teatri i Metropolit, COD dhe TULLA Culture Center.

 

DocuTIFF ka për qëllim të inkurajojë prodhimin e filmit dokumentar në Shqipëri dhe për t’iu dhënë më shumë shanse kineastëve shqiptarë për të gjetur bashkëpunim dhe duke bërë të mundur kontakte reciproke me kolegët e tyre në rajonin tonë dhe më gjerë.

 

Ky edicion i DocuTIFF organizohet nga Tirana Film Institute me  mbështetjen financiare të Bashkisë Tiranë dhe Ministrisë së Kulturës.

Sonita by Rokhsareh Ghaemmaghami | 2015 | Germany, Switzerland, Iran | 90'

 

“Sonita” is a powerful and strong story, wonderfully narrated. The movie and the way the protagonist goes through her life and its circumstances, gives us not only an information of what living and surviving in a society surrounded by war means: it bring us an emotional understanding of it, and also a clear view of the cultural background of today's life in Afghanistan and Iran. But what we found outstanding in this story is the personal involvement of the director: with her tender sensitivity, Rokhsareh Ghaemmaghami drives both the story and the young Sonita, together with all of us, through a painful but liberating path. If it’s true that a "hidden" intrusion could have ruined the movie, here the sincerity of the director who did not hide her involvement, makes this work extremely interesting and induces us thinking about the complicated relationship between the documentary filmmaker and the filmed subject.

 

"Sonita” është një histori e fuqishme, e treguar mrekullueshëm. Vetë filmi dhe mënyra se si janë të zhvilluara rrethanat dhe gjithçka kalon në jetën e saj protagonistja, na tregon jo vetëm për mënyrën e mbijetesës në një shoqëri në periudhë lufte  do të thotë: që sjell tek ne një kuptim emocional për të dhe gjithashtu një pamje të qartë të bagazhit kulturor të jetës në Afganistan dhe Iran. Por ajo çfarë ishte për t’u vlerësuar ishte përfshirja personale e regjisorit me ndjeshmëri delikate. Rokhsareh Ghaemmaghami i drejton të dyja, edhe historinë edhe Sonitën e re, bashkë me të gjithë ne, drejt një rruge të dhimbshme, por çliruese. Nëse është e vërtetë që një ndërhyrje "e fshehtë" mund ta shkatërronte filmin, sinqeriteti i regjisores, që nuk e fsheh përfshirjen e saj, bën që kjo punë të jetë mjaft interesante dhe na shtyn ne që të mendojmë për marrëdhënien e komplikuar midis regjisores së dokumentarit dhe temës së filmit.

Exotica, Erotica, Etc. by Evangelia Kranioti | 2015 | France, Greece, Finland | 73'

 

“Exotica, Erotica, etc.” is visually brilliant. It is poetic, immediate and exciting mostly due to the great cinematography work the director Evangelia Kranioti made by her own. It’s definitely surprising watching such a great camera work in a documentary. The special mention of the jury for the best photography couldn’t be more deserved than in here.

 

“Ekzotike, Erotike, etj.” është vizualisht brilant. Është poetik, i menjëhershëm dhe emocionues dhe e gjitha kjo falë punës së madhe kinematografike të regjisores Evangelia Kranioti.  Është definitivisht surprizuese të shikosh një punë të mrekullueshme me kameran në një dokumentar. Përzgjedhja nga juria për fotografinë më të mirë nuk mund të ishte më e merituar se te ky dokumentar.

A skillfully executed portrait of a killer and his terrible crime in animated rotoscopy, depicts a twisted mind motivation and consequences of an insane act of killing realized by these three students at the Filmakademie Baden-Württemberg in Germany.

 

Një portret i një vrasësi dhe krimit të tij të tmerrshëm i ekzekutuar me mjeshtëri në teknikën e animacionit, film që tregon një motivim të mendjes së marrë dhe pasojat e aktit të çmendur të vrasjes realizuar nga këta tre studentë të Filmakademie Baden-Württemberg në Gjermani.

The film was well constructed with strong visuals. We are impressed by the simplicity of the film and the subject which the filmmaker presented with a very sensitive way. We need films which presents disturbing issues such as violence against women and promote gender equality especially in our region.

 

Filmi ishte ndërtuar në një bazë të fortë vizuale. U impresionuam nga thjeshtësia e filmit dhe subjekti që regjisorja prezanton në një mënyrë sensitive. Ne kemi nevojë për filma që paraqesin tema shqetesuese siç është dhuna ndaj grave dhe të promovojmë kështu barazinë gjinore në rajonin tonë.

The first thing you see immediately in this picture, is not exactly what it seems ... barriers between us and the subject. Photography is a necessary tension to make it operate beyond the context from which it was disconnected.  This imaginary barrier but also clear in the composition of photography is a pretty good game shades , and the attention to go naturally in oneiric  , fictional plan and makes us feel like we are in a dream .  "The photography can’t show, the photography must suggest" - said Ferdinando Scianna. So let us go for a moment in her game, let's take a little suspicion provocative image, for real: What if, for example, reality is on the other side of our imaginary plan..? In a world of inverted so, the subject of photography will perceive the limits of our world. Paradoxes of a society that makes us go in the endless road of the communication, in the other side bring to us loneliness and individuality. To every one of us this picture will suggest something. Of course this is probably more difficult for those who have seen the film, a film that is worth mentioning in this regard for his picture pretty mellow and modern. It was a very hard contest and I believe the three of us had a chance to experimentalism once. Again that if it is true that the film is 24 pictures per second, on the contrary, the picture never have the purpose to document reality, it aims to document humane conditions through vision and imagination of an author.

 

Gjëja e parë që shohim menjëherë në këtë fotografi është pikërisht ajo që nuk duket: barriera mes nesh dhe subjektit. Fotografia ka një tension të nevojshëm që ta bëjë atë të funksionojë përtej kontekstit nga i cili është shkëputur. Kështu, kjo barrierë imagjinare, por e qartë në kompozimin e fotografisë nëpërmjet presionit shtytës të subjektit dhe një lojë mjaft të mire dritëhijesh, bëhet motiv që natyrshëm në këtë mënyrë vëmëndja të spostohet në një plan onirik, imagjinar, si të ndodhemi pra në një ëndërr. “Fotografia nuk duhet të tregojë, duhet të sugjerojë” – thoshte Ferdinando Scianna. Pra, le të hyjmë pak, një çast në lojën e saj, le të marrim për pak dyshimin provokues të imazhit për të vërtetë: Po sikur për shembull, realiteti të ndodhet në anën tjetër të planit tonë imagjinar...? Në një botë kështu të përmbysur subjekti i fotografisë do perceptonte limitet e botës tonë. Paradokset e një shoqërie që shtyn në trajektorë pafund komunikimi dhe krijon, në të kundërt, vetem vetmi dhe individualitet. Gjithkujt prej nesh kjo fotografi do t’i sugjerojë diçka. Natyrisht kjo gjë është ndoshta më e vështirë për ata që kanë parë filmin, një film që vlen për t’u përmendur në këtë aspekt për fotografinë e tij mjaft të arrirë dhe moderne. Ishte nje konkurs mjaft i vështirë ku besoj të tre ne patëm shansin të eksperimentonim edhe një herë që nëse është e vërtetë që filmi është 24 fotografi në sekondë, në të kundërt, fotografia asnjëherë nuk ka për qellim të dokumentojë realitetin, përkundrazi synon të dokumentojë konditat humane nëpermjet vizionit dhe imagjinatës së një autori.

The Russian Woodpecker (Qukapiku Rus) by Chad Gracia | 2015 | Ukraine, UK, USA, Finland | 80'

 

The media jury decided unanimously to give the award to “The Russian Woodpecker”, as a product which bears within continuous updating search for the truth. In a society which is moving constantly towards new collisions, this documentary highlights the importance of history in these conflicts silent and gives the example of a deep investigation not only artistic. The film is a homage of the truth and opens a new vision of historical research reports. And an example to show that media continue to be the first that builds new reports.

 

Juria e medias vendosi në menyrë unanime të vlerësoj me çmim "Qukapikun Rus" si një prodhim, që mbart brenda kërkimin e vazhdueshëm për të vërtetën. Në një shoqëri e cila po shkon vazhdimisht drejt përplasjeve të reja, ky dokumentar nxjerr në pah rendësinë që ka historia në këto konflikte të heshtura dhe jep shembullin e një investigimi të thellë, jo vetem artistik. Filmi është një homazh për të vërtetën dhe hap një vizion të ri të raporteve të kërkimit historik dhe një shembull se media vazhdon të jetë pararoja që ndërton raporte të reja.

DocuTIFF is excited to open submissions for the 2016 festival

DocuTIFF is excited to invite filmmakers to submit to the second edition of 2016 festival, which will take place in Tirana, this coming June 1–8, 2016 in the open air theatre of the University of Arts.

DocuTIFF aims to encouraging documentary film production in Albania and to give more chances to our filmmakers finding cooperation and enabling mutual contacts with their colleagues in our region, to build up a favorable climate creation in Albania and wider in region for development and cooperation of such productions.

This edition of DocuTIFF is organized by Tirana Film Institute under the auspices of the Ministry of Culture of Albania and with the support of the Albanian National Center of Cinematography.
